HISTORY: Wayside Cottage is one of the better known of many early 18th century structures of historical significance in Scarsdale. It's location on the White Plains Post Road is central to modern Scarsdale while historically, it was convenient as an Inn to travelers in the 18th century when the Post Road was a major access route to and from the Port of New York. Presently owned by the village of Scarsdale and maintained by the junior league, the cottage has throughout the years mirrored the history of the town. It has been home to the church of Saint James the Less, The Suffrage League, the Scarsdale Woman's Club, The Scarsdale Inquirer, and the Scarsdale Public Library. It has also been a Drover's Inn, tenants farmhouse, stagecoach stop and a meeting place for British and Patriot soldiers, all since its construction estimated to have been in 1717.

In 1701 Col. Caleb Heathcote, an English merchant, had received a decree from William III of England providing for the creation of the "Manor of Scarsdale". This same land was originally purchased from the Siwanoy Indians by John Richbell in 1660 and Richbell's widow later sold it to the wealthy and influential Col. Heathcote, who named it after his home in Derbyshire, England. "Scars" was a Saxon word for crags and "dale" was a vernacular term for valley. After Col. Heathcote's death this last of the six great manors in Westchester, created by royal edict, was for the most part sold off by his heirs. After the American Revolution these approximately six and one half square miles officially became Scarsdale. The first town meeting took place in 1783. From a population of 517 in 1870, Scarsdale has grown to a relatively stable population of about 18,000 in recent years. Its central location in Westchester County close proximity to New York City and the reputation of its school system, form of government, and quality of life, has attracted the residence of the most renowned talent from all walks of life. Almost 97 percent of Scarsdale land area has been zoned for single family detached homes. Real Estate in Scarsdale is among the most highly desirable anywhere.

Almost 5,000 students are enrolled in five elementary schools and one senior high school. All are within one district under the administration of a superintendent of schools appointed by an elected Board of Education.GOVERNMENT: Scarsdale is governed by a Board of Trustees consisting of a mayor with a two year term and six trustees, three of whom are elected annually to two year terms. A full time salaried village manager is appointed by and reports to the village Board. He is responsible for all village departments and for the maintenance of an annual village budget. The complete village code is available to the public for study at the library and the Village Hall and is updates continually.

Scarsdale's political process is unique in that it is non- partisan. Since 1912, candidates have been elected based upon their qualifications rather than political affiliation. Candidates under the "Citizen's Party" designation are selected according to the normal party caucus method by various "Citizen Committees" and they have generally run unopposed. Any problem in the village and the determination of the future direction of the village is debated extensively within civic organizations and citizen committees. This involvement develops the knowledge, insight and continuity of thought characteristic of those chosen for village office. RECREATION: With over 100 program areas, the Scarsdale parks recreation and conservation department provides one of the most complete leisure time activity schedules for adults and children in Westchester County. Activities as popular as golf and tennis or as diverse horseback riding and lacrosse are conducted at over 20 Scarsdale parks, playgrounds and athletic fields and two county facilities. The Scarsdale municipal pool complex attracts an average daily attendance of over 1,000 people during the summer season.

TRANSPORTATION: Only 30 minutes south of Scarsdale is the bustle of busy New York City and a few hours North, the quiet of rural New England. Metro-North's Harlem Division, Hutchinson River Parkway and the Bronx River Parkway, (the first Parkway in the Country), are major transportation routes that run through Scarsdale. They also offer access, within minutes, to other major routes such as the New York and New England Throughways. Westchester County airport, twenty minutes away by auto, offers commercial service to most major cities in the Northeast. LaGuardia and Kennedy Airports in New York City are accessible by auto or bus in less time than it takes to process baggage and board a plane for anywhere in the country or world. adequate bus and private taxi services provide transportation within the local area. For those who prefer bicycling, racks are available at the railroad station and other locations as well.
